Course description

e-Learning course on Innovative Business Models for Expanding Fiber-Optic Networks and Closing the Access Gaps

The six modules of the course provide the participant with an overview of the context, methodology employed, and technologies and business models reviewed as part of the Innovative Business Models for Expanding Fiber-Optic Networks and Closing the Access Gap report. The first module provides background and context on the importance of expanding broadband Internet infrastructure and introduces the methodology used for the evaluation of 70 projects in the report. The second module provides information on key spectrum policies and technology trends that are relevant for efforts to expand access to broadband.

Modules 3-5 provide more detailed information regarding business models for infrastructure deployment, including consideration of market segments and approaches to cross-border, national, middle-mile, and last-mile infrastructure deployment, as well as some of the issues and decisions faced by stakeholders.

Module 6 presents lessons learned and recommendations for policymakers seeking to promote broadband deployment.

Training content

Background and Methodology

This first module will introduce the context and background for the course and report, including relating the focus of the report to development and public policy goals, as well as outlining the methodology used to examine 70 Internet-related infrastructure projects and last-mile solutions. ****

Spectrum Policy and New Technology Trends

This second module considers technologies for delivering broadband connectivity. In particular, we will explore the delivery of broadband service via terrestrial wireless services and important questions around emerging spectrum policy and planning trends that can inform key stakeholders.

Business Models for Broadband Infrastructure Deployment

This module will consider the components of business models for broadband infrastructure deployment and the various factors to be considered when developing or evaluating proposed projects. The module will also take into account the role of the state, which is often a key infrastructure development stakeholder.

Cross-border and National Fiber-optic Network Business Models

This fourth module addresses cross-border and national fiber-optic network business models, specifically subsea and terrestrial fiber-optic cables. ****

Business Models and Technologies for the Middle and Last Mile and Cross-Sector Infrastructure Sharing

This fifth module addresses business models and technologies for the middle and last mile, as well as cross-sector infrastructure sharing as a means of lowering deployment costs for delivering broadband. In particular, we will focus on options relevant to non-economically viable locations, including fixed and wireless broadband technologies, while also exploring middle-mile challenges, infrastructure sharing, and emerging business models.

Recommendations and Decision Tree

This sixth and final module presents lessons learned and recommendations for policymakers seeking to promote broadband deployment.
